Accredited personnel competence certification

In the rapidly developing refrigeration, air conditioning and heat pump sector, professional competence is essential for service quality and workplace safety. COCH Kraków offers personnel competence certification confirming qualifications against international standards — ISO 22712:2023 (PN-EN ISO 22712:2023-09).

The COCH Certification Body performs independent assessment of knowledge and skills and issues accredited competence certificates for installers, service technicians and designers in the HVACR sector. We operate under Polish Centre for Accreditation certificate AC 056 in accordance with PN-EN ISO/IEC 17024.

Certification under PN-EN ISO 22712:2023-09 covers four competence levels (BA · WK · FO · LE) and refrigerant categories including synthetic F-gases, flammable refrigerants (e.g. R290), CO2 (R744) and ammonia (R717). Assessment combines a written theoretical exam with a practical skills test.

After a positive decision a certificate is issued for 5 years, with surveillance during validity (including midpoint submission of experience evidence) and the option of re-certification.

Transition notice: PN-EN 13313:2011 has been withdrawn and replaced by PN-EN ISO 22712:2023-09. New certificates are issued under ISO 22712 only. Certificates issued under EN 13313 remain valid until expiry.

Personnel certification (AC 056) is distinct from product certification (AC 036), from F-gas legal certificates (typically UDT), and from brazing (lutowacz) personnel certification — see the FAQ and related services.

Certification procedure

From application and exams through the certification decision to surveillance and re-certification.

Overview of the main stages — details of each step are listed below.

1Application with annexes

The candidate submits the certification application together with annexes documenting education and professional practice.

How to prepare for competence certification

Choosing the right competence level, the annexes to the application, and the dates that apply during the 5-year validity period.

The competence level and the refrigerant category decide what the examination covers and what the certificate will state. Settle both before the application — together with the evidence of education, practice and training required for the chosen level under PN-EN ISO 22712.

Step by step

  1. 1Match the competence level to the work you actually do: BA and WK — taking part in operating activities; FO — independently performing the full scope (assembly, commissioning, servicing, refrigerant recovery); LE — design and development of the skills area.
  2. 2Check the qualification criteria for that level — education, the required practical experience and completed training, listed in the Scope section above.
  3. 3Indicate the refrigerant category the certificate is to cover: synthetic F-gases (HFC, HFO, ODS), flammable refrigerants (e.g. R290), carbon dioxide (R744) or ammonia (R717).
  4. 4Compile the annexes to the application: documents confirming education, documented professional practice and certificates of completed training.
  5. 5Prepare for both parts of the examination — the written theoretical exam and the practical skills assessment, covering the knowledge areas and activities indicated in PN-EN ISO 22712.
  6. 6Send the application to certyfikacja@coch.pl. After the application review and signing of the certification and surveillance agreement, an examination date is set.
Dates and duties during validity
  • 5 yearsValidity of the competence certificate from the date it is issued.
  • After 2.5 yearsAt the midpoint of the validity period the certified person submits the data required under surveillance (practice, training, complaint records).
  • Experience cardWork within the certified scope is documented in the „Professional Experience Card”, the template of which is provided with the certificate.
  • Max 2.5 yearsTotal permitted length of temporary breaks in professional practice during the validity period.
  • At least 1 trainingDuring validity the holder must document at least one training covering applicable legal provisions and standards relating to safety.

Frequently asked questions

Levels, refrigerants, validity, fees, the rights and obligations of certified persons, and how this differs from product certification, F-gas certificates and brazing certification.

  • PN-EN ISO 22712 — Refrigerating systems and heat pumps. Competence of personnel. An international standard defining the tasks and competence profiles of people working on the refrigerant circuit of refrigeration, air conditioning and heat pump equipment and systems.
  • PN-EN ISO/IEC 17024 — Conformity assessment. Requirements for bodies certifying persons. It sets out the requirements a certification body must meet (accreditation). In Poland the sole accreditation body is the Polish Centre for Accreditation (PCA), and issued certificates should refer to the granted accreditation (e.g. the accreditation symbol on the certificate).
  • ISO 5149 series and PN-EN 378 — safety and environmental requirements: guidance on design, construction, installation, environmental protection and safety. They refer to personnel competence requirements defined by PN-EN ISO 22712 (successor to EN 13313).
  • PN-EN IEC 60335-2-40 — household electrical appliances: particular requirements for heat pumps, air conditioners and dehumidifiers. The standard points to the need for competent personnel trained in line with the standards and with documented competence — especially where flammable refrigerants are used.

The Polish accreditation and conformity assessment market is governed by the Act of 13 April 2016 on conformity assessment and market surveillance systems, which designates PCA as the sole national accreditation body.
