Accredited opinions for high-efficiency cogeneration

The COCH Certification Department issues professional opinions for energy enterprises applying for premiums under the Act of 14 December 2018 on promoting electricity from high-efficiency cogeneration.

Our services are dedicated to electricity producers in high-efficiency cogeneration who:

  • apply to the Energy Regulatory Office (URE) for support for electricity generated in a cogeneration unit;
  • hold a licence for electricity generation in cogeneration pursuant to Article 33 paragraph 1 of the Energy Law Act of 10 April 1997.

COCH is accredited by the Polish Centre for Accreditation under certificate AC 036 for opinions in the cogeneration area. We provide independent, reliable assessment in line with Article 77 paragraph 3 of the Act of 14 December 2018 on promoting electricity from high-efficiency cogeneration.

Accredited opinions confirm the technical, economic and environmental parameters required to obtain or settle Guaranteed Premium (PG / PGI), Cogeneration Premium (PK / PKI) and participation in CHP guarantees of origin (GPCHP). Annual CHP reporting with an accredited opinion is due by 15 March each year.

Regulatory notice: To maintain eligibility for premium payments, producers must undergo accredited examinations where required and submit verified opinions to the President of URE before statutory deadlines (including 15 March for the annual CHP report).

Scope of issued opinions

Parameters confirmed in accredited opinions and the support schemes that require them.

Confirmed parameters

Electricity generation data

Potential volume of electricity from high-efficiency cogeneration, grid injection and sales in the first calendar year after obtaining or changing a licence, or after obtaining or changing an entry in the agricultural biogas producers register.

Investment cost ratio

Percentage share of incurred investment costs for substantial modernization relative to the reference costs of a new comparable cogeneration unit, as set out in provisions issued under Article 59 paragraph 3 of the Cogeneration Act.

CO2 emission factor

Technical capability to meet a specific carbon dioxide emission factor not higher than 450 kg per 1 MWh of energy generated in the cogeneration unit.

Support schemes requiring an opinion

PG

Guaranteed Premium

For a new or significantly modernized small cogeneration unit. The producer submits to the President of URE an application containing an accredited opinion confirming the potential electricity volume from high-efficiency cogeneration in the first calendar year.

PGI

Individual Guaranteed Premium

For modernized units. Application to the President of URE by 30 September of the year preceding payment, with an accredited opinion confirming post-modernization energy data, modernization investment cost ratio and CO2 ≤ 450 kg/MWh.

PK

Cogeneration Premium

Before the first payment request, the producer presents to the President of URE an accredited opinion confirming potential high-efficiency electricity generation, grid injection and sales in the first calendar year.

PKI

Individual Cogeneration Premium

Before the payment request, the producer delivers an accredited opinion confirming electricity production, grid injection and sales in the first calendar year after licensing or register updates.

GPCHP

Guarantees of origin CHP

Producers in the CHP guarantees-of-origin support scheme must submit an annual accredited opinion together with the CHP report — by 15 March each year.

Annual CHP opinion

By 15 March each year, producers in cogeneration support schemes submit the annual CHP report on electricity injected into the grid and sold in the previous calendar year, together with an accredited-body opinion based on an on-site examination of the unit. The opinion verifies the accuracy of the report data and the validity of the premium payout request. The duty covers PG, PGI, PK, PKI and GPCHP participants.

Evaluation procedure

From application and on-site audit to the accredited opinion used before the President of URE.

Overview of the main stages — hover or tap a step for details.

1Application and documentation

Submission of the formal evaluation application together with complete technical documentation of the cogeneration unit.

Documents, forms and legal basis

Download the evaluation application or submit it online. Completed files go to certyfikacja@coch.pl. Official legal acts are linked below.

What to do with the documents

  1. 1Fill out the traditional or online application.
  2. 2Attach the unit technical specification and legal status and send to certyfikacja@coch.pl.
  3. 3Agree a date for the on-site technical audit.
